Bulldogs Centre of Excellence – licence agreement

Council has signed a a construction site compound licence agreement with the club. The construction works are NOT being undertaken by Council.

18 Feb 2026

The Canterbury-Bankstown Bulldogs are constructing a High Performance Centre at Belmore Sports Ground, jointly funded by the club and the NSW Government’s Centre of Excellence Fund.

Council resolved to support the Bulldogs proposal following the Council meeting on 25 February 2025. Since this time, Council signed a a construction site compound licence agreement with the club.

Council has also engaged with the community on a new long-term lease agreement for the Bulldogs at Belmore Sports Ground, and written to the Minister for Local Government to seek approval for a 30-year lease. The Minister has now approved the proposed lease conditional upon:

  • The lease being entered into by Council and the Bulldogs by 30 November 2027
  • That upon entering into the new 30-year lease, the current leases and licence applying to the land will terminate; should there be any delay in meeting this commencement date, Council may make a fresh application for consent to grant a lease at Belmore Oval
  • Council notify the Office of Local Government once the new lease has been entered into

The construction works are not being undertaken by Council.

The Bulldogs received approval for this project from the NSW State Government as a State Significant Development (SSD) in April 2025.

All information about the project is available on the Bulldogs website: https://www.bulldogs.com.au/about/centre-of-excellence/
